The competition was organised by the Freedom of Information Advocates Network and the OTEVRETE Web. There were two categories: Open (Otevreno)  and Closed (Zavreno) and the public institutions nominated in the competition were evaluated according their practise of freedom of information and access to administrative records.  

„We are very pleased by the Award. We have probably the advantage of being the youngest among the regional administrations, and we have had a good chance to set up new methods, which are usually hardly acceptable for settled and long running organisations. Publishing of all the working materials on the Web of the regional authority has two big advantages: We are publishing automatically all the working materials in advance of planed meetings, where the materials are discussed. Everybody can see what we are talking about. We do not want to decide behind the closed doors. We know also, everybody makes mistakes and working materials could include some errors or wrong ideas. People have this way a good chance to read it and react in time.   

The next reason is very practical one. We used to put on the Web site everything, and reduced volume of pending e-mails. Administration communicates through the Web telling colleagues: Everything you need is on Internet. It is bringing very nice practical results, “said Mr.Dohnal.

The OPEN and CLOSED awards are given to the best „friend“or „enemy“of the free access to information among the Czech administration. There were in total 14 nominees in the category Open and 29 in the Closed category.  The jury of the competition consist of representatives of state and public administration, media, NGOs, etc.
